Normalize date picker timezone offset in the UI

Currently, transactions will be displayed with a different timezone offset depending where I click:
- On the "Transactions" page, quick date picks (2023, 2024, etc.) are not offset in any way and display in UTC
- Links I can click from the Dashboard (In, Income, Realized gains, etc.) are offset to the timezone reported by my browser (independent of what is in my Settings)
Koinly should be more consistent with this and either:
- Dashboard and "quick link" pickers should be offset to the Setting's timezone
- No offset should happen and data should always show in UTC
- Allow changing the displayed timezone which would solve all the issues - see request Display Transaction times based on timezone | Feature requests (public)

Agree - very frustrating. Especially as it took a while to realize this was the problem. When I select 'Last Tax Year' for the dashboard snapshot, I need it to use the time zone defined in the settings, otherwise the gains/losses will be incorrectly displayed for 'Last Tax Year'. Time zones should be childs play.
